Es mover un sistema de donde está a donde tiene que estar: de instalaciones propias a la nube, de una nube a otra, de una plataforma a otra o de una versión antigua a la vigente, sin perder datos por el camino.

Moving a system from where it is to where it needs to be: from the premises of the organisation to the cloud, between clouds, between platforms or from an old version to the current one, without losing data on the way.

¿Para qué se usa?What is it used for?

Sirve para salir de una plataforma que ya no da más, sea porque el fabricante dejó de soportarla, porque el hardware está al final de su vida o porque el costo dejó de tener sentido. Y acá va lo que hunde estos proyectos, sin rodeos: no tener plan de vuelta atrás y no haber probado la restauración. Migrar sin ensayo previo y sin una copia verificada de la que se pueda recuperar es la forma más rápida de convertir un fin de semana de trabajo en una pérdida permanente de datos.

It serves to leave behind a platform that has run out of road, whether because the vendor dropped support, the hardware reached end of life or the cost stopped making sense. And here is what sinks these projects, plainly: having no rollback plan and never having tested the restore. Migrating with no rehearsal and no verified backup to recover from is the fastest way to turn a working weekend into permanent data loss.

¿En qué momentos es obligatorio?When is it mandatory?

Costa RicaCosta Rica

  • No hay obligación legal de migrar ni de hacerlo de una forma determinada.
  • Si la migración lleva datos personales fuera de Costa Rica, la Ley 8968 regula la transferencia internacional y hay que resolverlo antes de mover, no después.
  • El Perfil Tecnológico 2026 del Acuerdo CONASSIF 5-24 incorporó tablas de bases de datos y de nube, de modo que una migración cambia lo que la entidad supervisada declara y debe reflejarse en el envío correspondiente por SICVECA.
  • There is no legal obligation to migrate, nor to do it in any particular way.
  • If the migration takes personal data outside Costa Rica, Law 8968 regulates the international transfer and it must be resolved before moving, not afterwards.
  • The 2026 Technology Profile under CONASSIF Agreement 5-24 added database and cloud tables, so a migration changes what the supervised entity declares and must be reflected in the corresponding SICVECA submission.

InternacionalInternational

  • PCI-DSS v4.0.1 trata una migración como cambio significativo: hay que volver a validar los controles y repetir las pruebas de intrusión interna y externa del entorno afectado.
  • Si la migración altera la segmentación, PCI-DSS exige volver a probarla, y en proveedores de servicios esa prueba es semestral.
  • ISO 27001 exige control de cambios y conservación de la integridad de la información durante todo el proceso.
  • PCI-DSS v4.0.1 treats a migration as a significant change: controls must be revalidated and internal and external penetration testing of the affected environment repeated.
  • If the migration alters segmentation, PCI-DSS requires retesting it, and for service providers that test is six-monthly.
  • ISO 27001 requires change control and preservation of information integrity throughout the process.

Requisitos mínimosMinimum requirements

  • Una copia de seguridad completa y, sobre todo, restaurada y verificada antes de tocar nada. Si la restauración no se probó, no hay migración que se pueda autorizar.
  • Un ensayo en entorno de pruebas con datos representativos, cronometrado, para saber cuánto dura de verdad la ventana.
  • Inventario de todo lo que depende del sistema que se mueve: integraciones, informes, tareas programadas y ese archivo que alguien lee cada mañana.
  • Criterios de verificación posteriores al corte y un punto de no retorno acordado con el negocio por escrito.
  • A full backup that has been restored and verified before anything is touched. If the restore was never tested, no migration can be authorised.
  • A rehearsal in a test environment with representative data, timed, to establish how long the window genuinely lasts.
  • An inventory of everything depending on the system being moved: integrations, reports, scheduled jobs and that file somebody reads every morning.
  • Post-cutover verification criteria and a point of no return agreed with the business in writing.

Mover un sistema aislado y bien documentado lleva de cuatro a ocho semanas contando ensayo y corte. Migrar un centro de datos completo, o salir de un sistema heredado del que dependen decenas de integraciones, se va de seis a nueve meses. Lo que decide el extremo del rango es cuántas cosas dependen del sistema y cuánta ventana de indisponibilidad tolera el negocio: cuanto menos tiempo se puede estar caído, más caro y más largo se vuelve el proyecto, porque hay que montar coexistencia entre el origen y el destino.

Moving an isolated, well-documented system takes four to eight weeks including rehearsal and cutover. Migrating a whole data centre, or getting off a legacy system that dozens of integrations depend on, runs to six or nine months. What decides the end of the range is how many things depend on the system and how much downtime the business tolerates: the narrower the tolerable outage, the more expensive and longer the project becomes, because coexistence between source and target has to be built.

Volver al sistema anterior si algo falla. Es la parte del plan que más se omite y la única que salva el fin de semana. Returning to the previous system if something fails. It is the most often omitted part of the plan and the only one that saves the weekend.
CoexistenciaCoexistence
Período en que ambos sistemas funcionan a la vez y se sincronizan, para reducir el tiempo de indisponibilidad. A period in which both systems run at once and synchronise, to reduce downtime.
